What is the magic formula for getting free software into libraries? Talk to anyone who seems approachable, whoever you have a relationship with. They can putyou intouch with decision makers, be prepared for this to take a long time, especially since the lib may be tied into a years-long contract

The issue that is motivating at the libraries is cost. Not that you shouldn't talk about freedom, but getting rid of licensing fees will be much more compelling
