What exactly does the campaign ask Web sites to do?

Two steps: first, have all essential features work without nonfree JS. Then, if possible, move on to make the site work completely without requiring any nonfree software on the user's machine, or sugggesting that they use it. Plz write this out a little more clearly, Habs.
