When someone creates an account with a username and password, they are automatically included in the 'users' group.
In addition to the rights of anonymous users (all), registered users can edit articles, mark edits as 'minor' and perform 'purge' (clear the server cache). New users cannot move titles, create pages and are subject to some limitations.
