The main organization in Taiwan for free software used to be the [http://softwareliberty.org/ Software Liberty Association of Taiwan], however the website no longer seems to be maintained. The [http://wiki.tossug.org/ Taipei Open Source Software User Group (TOSSUG)] website has also become inactive.
There are many other local Linux User Groups that contribute to advocating free software and providing space for members to help each other. Active LUGs include [http://wiki.tossug.org/ Taipei Open Source Software User Group, TOSSUG] and [http://kalug.linux.org.tw/ Kaohsiung Linux User Group, KaLUG]
