Hypothetical software that doesn't exist (like maybe someone will fix it) isn't taken into account in the classification.)
This set of pages talks about laptops that cannot boot with free software (for instance because like the Raspberry PI, they depend on nonfree boot software).
Once work is made to boot with fully free software, laptops could be moved out of this section.
